Enough Talk + Kyuden Bayushi + Gozoku Sensei + Soshi Seika

Sorry if this has already been covered, but I didn't see it in the Accumulated Rulings. This arose in a local tournament I was judging, and I just want to see if I had it at all correct.

Player A is playing KB w/Gozoku and has Seika in play

Player A intends to use Gozoku to bow one of Player B's personlities. To pay the cost of the favor he bows a scorpion personality and uses Seika to make it non-political. Player B plays Enough Talk! and contends that the scorpion personality that bowed to pay the cost of using the favor is also performing the action on Gozoku sensei.

Is the scorpion personality that bows to pay the imperial favor cost of Gozoku sensei considered to be performing the action printed on Gozoku sensei or only the action printed on Kyuden Bayushi?

The Personality bowing is performing the Action on Kyuden Bayushi, not the Action on Gozoku Sensei. An Action does not somehow "inherit" the costs paid for another Action used to pay or waive its own costs.

Musume Mura with no dynasty cards left

The ruling on this was that you have to have a card in a province to activate the Musume Mura. Because during targeting you have to target "a card in one of your provinces." If your Dynasty is empty and you have no cards in provinces then you obviously don't have a target for this action which means you can't take it. At least that was the ruling.

Interesting. Do you have a pointer to this ruling?

I thought it might be the other way (no need to discard if you can't) because it says "discard a card AND fill" rather than "discard a card TO fill" (which would very clearly make the discard a cost).

Does it still count as targeting anyway? I can't normally target a card that isn't in play, and the card doesn't overrule that by stating explicitly that I am targetting.

It says "discard a card from one of your Provinces". You need to pick, so targeting is involved, and the card expressly tells you "from one of your Provinces". When a card instructs you to do something that is always illegal, that is explicit permission to break a rule.

That should cover everything from Thursday, October 14, 2004. If I missed your question unrelated to Dawn of the Empire, please repost it with the flag [RULES] as part of a Clear and Distinct subject line. I'll get back to you at the first opportunity.
