Your Rules for Saturday, October 9, 2004
1. Army of Jigoku is played and then reacted to with Face of Fear. This allows opposing personalities to be affect by the fear, correct?
Yes. That's what Face of Fear says that it does - when you would produce Fear, the Fear produces hits Personalities as if they were Followers.
Army of Jigoku generates a whole lot of Fear.
2. While the Formation is in play, I can use the Shadowlands holding to increase the Fear numeral/value on the card by one, correct?
Are your referring to Carrion's Breath? It is the only Holding I could find with an ability to increase fear: "Open: Bow Carrion's Breath and target a unit to raise the strength of all Fear effects on cards in that unit by 1 for the rest of the turn."
Army of Jigoku isn't part of a unit. Carrion's Breath won't affect it.
3. If I am at two battles, I play Army in the First battle. I increase the Fear Value by said holding. After the battle, I procede to pick it up with the action card that allows that/however else I can find. If I drop it in the second battle, the Fear 3 has been increased to Fear 4 - 6 for the purposes of the global battlefield effect, correct? But since the effects of the holding end at the end of the turn, I could not hold onto a pumped up formation, correct?
Well, I'm not sure I'm aware of any Holding that does what you mention, but in the hypothetical case that you used some card effect or another to increase the numeral 3 to 4 on Army of Jigoku, how long that change lasts is based on the duration of the effect. Putting Army of Jigoku into your hand or Discard Pile won't end that duration prematurely unless the altering effect itself says so.

That should cover everything from Saturday, October 9, 2004. If I missed your question unrelated to Dawn of the Empire, please repost it with the flag [RULES] as part of your Clear and Distinct subject line. I'll get back to you at the first opportunity.
