Your Rules for 12 September 2004

Do Not Delay the Inevitab

Do Not Delay the Inevitable Iaijutsu Limited: One of your Personalities challenges a Personality. This cahllenge may be refused regardless of card effects. If it is refused, your Personality permanently gains, "Battle: Once per battle, issue an unrefusable challenge to an opposing Personality."

Does Kitsuki Kiyushichi's Reaction work? Political Reaction: Bow Kiyushichi when a Personality refuses a challenge from one of your other Dragon Clan Personalities to cause that Personality to accept the challenge instead.

"Regardless of card effects" would apply to Kiyushichi's Reaction. It produces card effects, and those effects can't prevent your from refusing.

Asako Tsuruko and Yajinden

Are you able to use Yajinden to redirect Tsuruko's reaction of losing 2 chi, as well as give another personality -1 chi permenantly?

Yajinden's Reaction says, "Once per turn, before one of your Personalities loses Chi due to a Maho effect, redirect the loss to any Personality in play."

And Tsuruko's Reaction says, "After Tsuruko enters play, permanently reduce her Chi by 2 to permanently give another Personality -1C."

Now, I've been known to misread card text from time to time, but "reduce her Chi by 2" comes before "to," and that makes it a Cost. Yajinden only redirects Chi loss from Effects, not Costs.

Tdwwm + Tenshu

Let's say I got a non-Crane 3F 2PH Peep in the current Battle and my opponent a 5F Berserker Peep +2F Tenshu Bonus (so 7F alltogether). Is it possible to play To Do What We Must? I think this would be an illeal action, because the Berserker has 2F too much. But if I destroy my Peep as the cost of Tdwwm then the Berserker is not opposed any more, looses his bonus so he would be a legal target. Is this an example of an illegal action becoming legal?

That won't work. During the Targeting Step, you must select a Legal target for your Action. The target wouldn't be legal until you'd paid the Cost, which comes at a later step.

There is no "unit with total Force less than or equal to your unit's total Force, plus your Personality's Personal Honor," when you have to select legal targets, so the play can not be made.

A better example of what you are looking for comes from playing Tsuruchi Technique when you have no gold available from publicly viewable sources. You could declare it, target it, and then use "One Koku" when the time comes to pay the cost.

Rules Question: What is the definition of “modify”?

I looked in the Rulebook, the Accumulated Rulings and FAQ and I could not find a definition for “modify”. What is the definition of “modifying on honor gain/ loss? Is redirecting an honor gain / loss “modifying” it?

Modifying an Honor Gain / Loss is changing the amount, source, or recipient of the Gain / Loss effect itself.

Modifying is distinct from copying the Gain or Loss.

Modifying includes Negation, though even effects that can't be Modified are still Negated by the Shadowlands' Strongholds' inability to Gain or Lose Honor (that rule overrides every card effect on the book, apparently).

OK. That should be everything from Sunday the 12th. If I missed your question not related to Dawn of the Empire, please repost it with the flag [RULES] in your distinct and clear subject line. I'll get back to you at the first opportunity.
