Chuda agent
Can you use chuda agents to give -2C to a personality with only 1 chi,
No, you can't. Chuda agent requires that Chi be lost as a COST. You can't pay the cost unless your Personality's total chi actually drops by at least 2 points.
someone here said you can only give a penalty if they have 2 chi as its not possible to give a 2 chi penalty to a 1 chi personality?
Oh, you can put a -2 chi penalty EFFECT on someone with 1 chi, but that won't successfully pay a COST of having someone lose 2 chi.

Diplomatic Apprentice
What exactly can they do?
When you would bow the Personality they are attached to as part of paying the cost of a Political Action, you can bow the Diplomatic Apprentice to pay the cost instead.
The Personality is still performing the Action, however. All other references on the Political Action will refer to that Personality, not the Apprentice.
From Nowhere
Alright, does from nowhere simply switch the attack and dynasty phases?
It switches their order, effectively. The Dynasty Phase comes before the Attack rather than after, hence the last clause: "(and before the Attack Phase, if any)"
The "if any" is there because the Attack Phase is optional. The player whose turn it is can usually skip it.
That looks like everything that wasn't handled in-thread. If I missed your question, please repost it with the flag [RULES] in the subject line. I'll get to it at the first opportunity.
