my personality can commit seppuku if targeted by an action that will cause a honor loss. Does it apply if I have a dishonored personality in battle and my opponent plays To Do What We Must?
No. That's honor loss caused by destruction, not an action.

Have I used Yobi's Tactical action for battle A or for Battle B?
He's used it for the battle currently resolving.

Unicorn questions about RoB
Can Katsumi move a unit controlled by another player?
Yes.
I initially read this to mean you had to have an opposed Unicorn Clan Personality with an Item attached, and then Tudev could use his ability from the fief or another battle. But now I'm not so sure, because Tudev says "opposing HIM" (not "him or her"), so I'm thinking the affected Personality has to be opposing TUDEV instead - in which case the restriction becomes that you need a Unicorn with an Item attached that you can target, which seems mostly a waste ("You can only use this ability if you have a Unicorn Clan Personality with an Item attached" would be simpler, and clearer, and mostly equivalent).
The ability can be used from home. The Personality must be opposing the Unicorn Personality with the item.
Goshiu no Shiryo + Diplomatic Apprentice Question
If I have a Scorpion clan personality with Goshiu no Shiryo attached and a Diplomatic Apprentice also attached and I target one of my opponent’s personalities with Goshiu no Shiryo’s action and bow the Diplomatic Apprentices to pay the cost of bowing my person for the action on Goshiu while leaving my personality unbowed and I then bow the personality that I targeted with Goshiu's action, does the Goshiu no Shiryo’s effect make their bowed personality cause it’s controller the 2 point honor lose as stated on Goshiu no Shiryo even though the personality that Goshiu is attached to is unbowed?

Ide Tang/Blade of Slaughter
If i attach blade of slaughter to one of my unicorn personalities and then prevent them from becoming dishonored with Ide Tang's reaction, does the blade gain +2/+2.
No. You must make a transition from dishonored to honorable.
