Tsuruchi Ichiro may use his reaction against an Ambush?
Yes.
when exactly may I use the reaction? before, when or after the targets are selected?
Before units are picked (card text).
When I play ambush I must target a player (after announce it and before cost are paid)?
Yes. Just like when you declare a regular Attack Phase, you always pick an opponent.

Actions cannot be simultaneous. Effects and destruction can be.
Another Ring of Air ?
Playing the ring of Air is "after" sharing strength is played, so I can't use the Ring to straighten Hoshi Chuichi?

As The Under Hand of the Emporer courtier reaction and Out manouvered in court both target and react after declaration of attack but before assignment begins as they class as in the limited or battle action phase, for the RED discard cost.
There is no "Battle action phase." There is an Attack Phase, which includes assignment (Diamond rules, back cover and elsewhere), and during which the effect of Razor's Edge Dojo is fully in force.
