When he bows (card text).
if he casts Chasing Osano Wo on himself, does he get 8F [2F + 2PH + 4F bowed = 8] or 10 [4F + 2PH + 4F bowed = 10]?

If [Shinjo] Shono assigns to Province B, and the rest of my army assigns to province A, and province A is resolved first, can Shono move in during the battle at province A?

No, it does not. Nowhere does it say, "This will allow a Province to have two regions attached." See the FAQ, URL above.
