Asako Kinuye Gempukkus to a acquire the Samurai trait. I then attach Kitsune House Guard, allowing her to cast Kihos as a shugenja. Can/or is she still allowed to commit seppukku if she causes me an honor loss?
Yes. Kitsune House Guard does not give a Personality the Shugenja trait (card text).
Silence + Tactician
Would Silence add his permanent +1F if you tactician force bonus with him?
No. The force bonus isn't from a card (card text).
Of particular interest is playing Outmaneuvered In Court (OIC) vs Retribution, do they need to select an attacker at the targetting step and thus that person can be stopped from assigning and moving into the battle with OIC
No, it does not target a unit. Retribution creates an attack phase (card text), which includes the Maneuvers segments.
Can I use the follower Diplomatic Apprentice with Bonds of Fate to bow a Personality?
Currently, yes.

Is there a somewhere I can find an official list of cards from previous sets that are Diamond Legal?
Not official, but my checklists at Steel and Iron (http://l5r.shorturl.com) are respected and accurate enough that they've been recommended by the design team in the past.
