Greetings,
Rules for 16 April 2003, Part 2
is a MRP effective at a prerelease?
MRPs are effective immediately.
*sigh* This is why L5R should have "release" tournaments.
Rend the soul Question
Since is says 'this battle' does that mean you can use it in a battle, move your personality into a different battle, and the battle that you left would still be a tie if you win? And you would be able to destroy the province (if you are able to) at the battle you just moved to?
Yes. Yes.

As i'm understanding there's not such a thing as a "Naval Defense", isn't?
A Defender can declare a Naval invasion. The paragraph, "If the attacking army is the Naval one..." is included because that changes the normal "who goes first" rule. But it's not a requirement.
Enlightenment Questions
I heard a rumor that the following combo is not legal: Deadly Ground -> Drum of Water -> Ring of Water [...] because of uncertainty on whether or not one can take the reaction on Drum of Water after Deadly Ground has been played.
Drum fo Water is played "when an army... destroys an opposing army." That's present tense, which means it's played during battle resolution, which means Deadly Ground can't be played, which means you may not use the Drum of Water.
Rules question
Does Imperial Messanger change an honor loss from an effect to a cost or play restriction? How would Messanger interact with cards that wave play restrictions or costs (ie I give you my name or turn of fate)?
I think the answer there would depend on the wording of each particular card. Can you give me specific examples for the first part of your question? (Honor loss is rarely a cost.)
