A rules digest from the L5R CCG rules team, copied from the mailing list archive for Oracle of the Void. The askers' names are left out. Rulings are as they stood on this date; later rulings, the rulebooks and the Rules Archive may differ.
Citadel of Daigotsu
Seriously, I've been wondering why this stronghold isn't immune to fear, given its basic nature. Someone on the SL list suggested it was because Daigotsu, in "civilizing" the SL, has made them vulnerable to things like fear (and regret? Sorrow? Even love?! Onis walking along, hand in hand...er, claw in tentacle....<sigh, how romantic>)
Of course, the other possiblity is that it's a misprint i.e. they ran out of room on the card and forgot to include the immune-to-fear text. Has anyone actually ever *asked* about this? Jeff...?
It's a combination of space and the "civilizing" explanation.

on acumulated rulings: If it appears in your last Province, you lose immediately and no more effects are generated. [RD, 19 May 1997]
so if both players have only one province, and if the destructions are simultaneous the game should be a draw, and not an automatic lose of the player resolving DM.
I don't like forcing effects to be sequential when they're written on the card as simultaneous. It was done in this instance because having a tied game was even less desirable.
The ruling in the Archive is broader than that, though, and undeniably implies that the destructions do not happen together. That means that, although unintuitive, Defenders of the Realm will NOT save the first Province.
Jeff... more on the monkey question :) .... Bayushi Yokuan...
"Reactions played before or with the action causing the challenge are legal, e.g., those that cancel it."
That means for example, if that a scorpion player accepts a challenge from Kakita Rensei, he can replace it with B. Kwanchai ?
No. Kwanchai is used "when any Scorpion Clan Personality enters a duel". That means:
An action creating a challenge has resolved... A challenge has been issued... The chalenge has been accepted... And a duel has started.
Restrictions against reactions "during" or while "in" a duel are very, very much in effect at this point.
Tokens on tokens...
Can follower tokens receieve tokens of any kind?
What about a personality token?
Yes and yes.
Isawa's Last Gift Question [JEFF]
How does it interact with an overlaid personality? Does it just destroy one 'experience level' of the user's choice, or does it destroy the personality wholly.
You mean Isawa's Last Wish? The rules are pretty clear: an overlayed card counts as one card for all purposes except honor awards during battle resolution. [GE p. 37] The entire stack would be destroyed.
