A rules digest from the L5R CCG rules team, copied from the mailing list archive for Oracle of the Void. The askers' names are left out. Rulings are as they stood on this date; later rulings, the rulebooks and the Rules Archive may differ.
The Boogeymen Awaiting Card Removal
3.) Get rid of [expletive deleted] cards that nobody plays like Careful Planning and its ilk. They're useless in the base set.
Which will likely amplify Gold's issue of nobody using cards from expansions because the ones in the base set are too good... No good deed goes unpunished.
missed rule question
If test of courage is played in response to solitary engagement what happens.
The same thing as when any other action is canceled: costs are not refunded, but effects don't happen. The way Solitary Engagement is worded, nothing other than playing the card is a cost. If it's canceled, nothing happens.

Touch of Death does not explicitly allow targeting your own bowed Personalities. The rulebook rule that the only implicit exception is actions that straighten cards still holds.
Jeff, can hida Kuon exp2 straighten it's own unit using it's built in battle action if he is bowed?
Yes. Straightening actions are exceptions to both the "can't target your own bowed Personalities" rule [GE p. 46] AND the "can't use actions on bowed cards" rule [FOU rulesheet].
I think it should, but I used to think that you could touch of death your own personalities... (IIRC it's jut an old rulling that got reversed by the GE rules...)
At one time, the rule was worded so that all actions that targeted only bowed cards (like Touch of Death) could be used on your own bowed Personalities, but that's no longer the case.
for Jeff A.
Ok, got a rules question, ony I have a shugenja in play, Test of the Jade Champion resolves, my shugenja is now the jade champ and can cast kihos once per turn without bowing. I know want to cast Playing with Madness, do I bow or not?
Yes. It's a cost. (Yes, it's not written correctly.)
Why does he have to bow if he is the Jade champion?
Um...because I was typing after a hard day and was rushing to go home?
The answer, of course, is that he does NOT have to bow. Because it's a cost. Sigh.
Bayushi Sharaku Q
Came up in the tournament yesterday but is Bayushi Sharaku's ability when discarded only usable when the player using him discards him or can you activate his ability when you are forced to discard via Province destruction or Emperor's Underhand etc. On that point, does the effect still go off when discarded while face down in a province that is destroyed?
You can't use his Reaction upon Province destruction because he is never discarded from the Province -- he is put into the discard pile because the Province is now gone.
For all other situations, you have to be the one causing the discard.
wind truth question
Can you winds truth a honour gain or loss back to another person from which it came
Yes. The Wind's Truth redirects a gain from the player who is about to experience it to any player other than her.
The argument was the winds truth redirected the loss to another player, but that player cannot do anything to it as he did not originate the initial gain/loss.
Irrelevant. If an effect is redirected, treat it as having been directed at the new target all along. [GE p. 47]
shrine of the sun question
Question : When you use Shrine of the Sun to stop Suspicians or In Time of War, are these events considered to be "in play" or "in the discard pile".
Don't confuse the effects of an Event with the physical card. The card only remains in play if it says so (which applies to very few Events over the history of L5R).
political action rule question
I'd like to know if Munemori can do something about the standard being put into play. So my question is : Is putting the Imperial Standard into play a political action ?
Not under Gold Edition rules, no.
(It isn't said anywhere on the card although it requires to discard the favor. Rulebook states that actions on cards printed since gold edition are political if the word political appears in bold before the action, but the standard was printed before the gold ed. and was then reprinted with no text change in the gold ed. )
If the current printing happened in Gold or later, it works under the new rules.
3 questions
With Accessible Terrain, can you send in units to a new battle after you have rally cry(ed) from a previous one? I.E. I take one, rally, accessible, crunch again?
The unit moved into the battle may come from anywhere. Units that were in other battles earlier and, for whatever reason, are unbowed, can legally be moved in.
With Outmanuvered in Court, can you target a unit ambushing or we will have revenging you?
From the archive: you can target it, but your card will do nothing, because by the time the trigger is created, that unit's implicit assignment has already happened. Prohibiting it after it's happened isn't very effective...
and along the same lines can Shoshuro Yasuko (the APC chick) stop people from going into a Ambush or We will Have Revenge attack?
Ditto. (Although, note that Yasuko prohibits the unit from assigning to attack for the entire remainder of the turn, which occasionally matters.)
Rules Q: Imperial Standard and COnfusion at Court
Can you play Confusion at Court as a Reaction to someone attaching the Imperial Standard to a personality.
Yes.
If so, what happens to the Standard? Does it go to the discard pile, do you get the 4 honour?
GE rulebook, page 45:
] If part of the cost of using an action or bringing a card into ] play is prevented, the player trying to take the action or play ] the card may either use further resources to complete the ] payment or allow the attempt to fail. If it fails, the player ] returns the card to where it came from and does not receive a ] refund for any remaining costs, Gold and otherwise, that he or ] she already paid. The player cannot spend that Gold on another ] card instead.
"Using further resources to complete the payment" would mean, in this case, something like Acquiring Favor.
