Jeff Alexander, sent 6 February 2003 to the l5r-ccg mailing list, the l5r-useful list

A rules digest from the L5R CCG rules team, copied from the mailing list archive for Oracle of the Void. The askers' names are left out. Rulings are as they stood on this date; later rulings, the rulebooks and the Rules Archive may differ.

legality

1)Are cards not released in English (ie Rumors at Court) legal in tournaments in the United States?

No. Legality dates are based on the English release.

On: Rumors

2) If so, when does Rumors at Court become legal?

30 days after the first set to come out following the English version release.

On: Rumors
Discussion and Question about Jeff's Ruling on 23rd

OK, what about Kakita Technique? From Legendary:

Reaction: Play this card when one of your Personalities enters a duel against a Personality with lower Personal Honor. Your Personality has the first option to focus or strike.

It clearly targets, by the Gold Ed targeting rules,

Nope. It "alters general gameplay". Not targeted, by rule #3.

Hantei XVI

I have a question regarding Hantei XVI and targetting.

"Hantei XVI Unaligned Emperor. Spirit. Samurai. Unique. Hantei the XVI will not join an Toturi's army player. No player can achieve an honor victory while Hantei the XVI is in play unless the player controls Hantei XVI. Any player may, as an open action, lower their honor by 20 to permanently take control of Hantei the XVI. This is not considered an honor loss."

the rules archive says : "Using his trait to take control of Hantei XVI does not target, because the action is self-referential"

I do not understand this : there does not seem to be an action written on Hantei XVI, merely a trait granting all players the ability to perform an open action. I see this as something similar to Yogo Towers, which has been ruled that way : "The ability granted by the stronghold is considered printed on the Personality" and "Ability is a card effect". Then i would say the action "open : take control of Hantei XVI" does not come from Hantei, but from... let's say the player performing it ? (should we consider it printed on each player, and therefore a player effect ;) ?) Thus it would not be self-referential...

That archive entry was written before the Gold Edition rules. It is no longer correct.

Shosuro tech

A clarification of the last few rulings on reactions.

1. Shosuro tech when reacting to a duel does NOT target your opponents card, correct?

As I've already said twice, no, it doesn't.

2. Shosuro tech when reacting to a dule DOES target your personality? If it does, why isnt it targeting your opponent then?

You're not choosing him and you're not doing anything to him.

Moto Chen still has 3 honor while dishonored, so if you have a yu pan (4 honor) and they play company you keep, Chen will enter play dishonored, but You'll still gain 3 honor (his personal honor) from bringing him into play, thus involving him in an honor gain and rehonoring him right?

Yes. Moto Chen is a special case.

A couple of questions for Rules Team

1.) Yoritomo Kalilea -- This guy's battle action says that the holding or region may not use any actions on them for the rest of the turn. a.) Whose turn? My turn?

Kalilea's action is Limited, not Battle. But that doesn't matter. If something says "such and such happens for the rest of the turn", it's talking about the turn it's used.

b.) If so, wouldn't it be somewhat useless if I target an opponent's holding on my Limited actions phase and he'd still be able to use it on his turn?

Kalilea is weaker than if it lasted longer, sure. So attack your opponent before it wears off.

2.) Moto Chaozhu -- a.) Can I play Rallying Cry and move Chaozhu to another of the defender's province along with another cavalry personality?

If you are the Attacker or an ally, Chaozhu returns to your home after his first battle resolves and can no longer move to "an adjacent battle".

If you are the Defender, Chaozhu stays in the Province until the entire attack is over, so he can defend multiple Provinces. (And without needing that Rallying Cry, to boot!)

b.) Can I still move him without another cavalry personality since the text doesn't state "you may move at most another cavalry personality"?

Yes, you can move him alone. You could even move him alone if he were worded the way you describe. "Up to one" and "at most one" mean the same thing.

3.) Superior Tactics -- I know this card has been debated since. But your most recent text seems a bit clearer. My friend argues that you can only use SupTacs on a personality from another province into the current battle and not the other way around. a.) Is he correct?

No. I'd like to hear his argument.

b.) How about the old way SupTacs was used: Declare war on a province, use SupTacs to move a valid peep on it from your home?

Superior Tactics could NEVER legally do that. It has always been purely a "move between two Provinces" card.

4.) Last Question! -- I know this is pushin it, but won't you guys reprint the old Kyuden Yoritomo to make it Gold or Diamond legal? :)

It won't be made Gold-legal. Not without reducing its Gold Production to 4. At 5, Mantis would have too many first-turn Personalities to be balanced for the Gold environment.

Privae Dojo

I checked through the rulebook and the accumulated rulings, but couldn't find an answer to this. I can't find anything in the rulebook saying a holding cannot produce effects when bowed, such as Fortress of the Dragonfly or Ki-Rins Shrine exp. Could Private Dojo's reaction be used while it is bowed?

Gold Edition rulebook, page 24:

] Once a card or Stronghold bows, it cannot take another action until ] it straightens, not even an action that does not bow the card. ] Bowing does not turn off continuous effects of a card, such as ] traits, Force and Chi bonuses, or effects that are not actions (see ] page 47 for the definition of "action").

The Shrine and the Fortress give their bonuses when bowed, but the Dojo's Reaction cannot be used.

So, for example, Tamori Tsukiro can destroy a Potion token so that he doesn't bow for his innate ability, and combine the attacks with Cascasding Fire?

Yes.

Hoshi Wayan question for Jeff

Hoshi Wayan exp 2 reads... Unaligned Tattooed Monk Experienced 2 Unique Limited: Once per turn, place a Tattoo token on Wayan. Reaction: After Wayan gains a Force bonus, destroy a Tattoo token on him to raise the bonus by his Personal Honor. Errata for Wayan reads... Hoshi Wayan * May react to focusing (though his reaction is only usable during battle). [DW] * The duration of Wayan's bonus is the same as the one he's copying. * Does not receive a double bonus while The Courage of Osano-Wo is in effect. The token is not providing the bonus.

Those recorded rulings are for the original Hoshi Wayan. If they were for the Exp2 version, "Exp2" would appear after his name.

Wayan Exp2 only modifies the bonus he reacts to until the end of the turn.

Sorry again, just a clarification:

Can you use We Will Have Revenge after refusing an Ia Challenge? Yes.

Do I understand it right that the penalty for refusing the challenge (lose 7 honor and dishonor personality) is NOT a part of a duel but a consequence of the refusal, thus making it possible to play WWHR, because when you lose honor, the duel has ended (in fact, there has never been a duel) ?

Whether the loss is caused by a challenge, duel, or refusal is irrelevant. It's caused by the Iaijutsu Challenge CARD, and We Will Have Revenge cares about only that. (Defend Your Honor works the same way, and has for a long time.)

WWHR Card Text: ***************************************************** Reaction: Play after losing honor due to another player's action. Target one of your units and one of that player's units. Negate the honor loss. Your unit begins an attack against the other. No units can be assigned or move to the battle, and the battle cannot destroy a Province. The units cannot move to provinces from the battle. You cannot take this action during an attack or duel. *****************************************************

Okay, I can see I was slightly inaccurate in what I said -- it's not the card that matters, but the action. That doesn't change the answer I gave, though, since they both belong to the same player in this case.

Wouldn't the last part of the card text ("You cannot take this action during an attack or duel.") forbid it's use after refusing a iaijutsu duel ?

You can't refuse an Iaijutsu Duel -- but if you could, AND if doing so made the Iaijutsu Duel action cause you an honor loss, you could not play WWHR because of the battle going on.

You can play it after an Iaijutsu Challenge, though. If the challenge is refused, there is no duel, and it's only during the duel itself that WWHR is illegal.

Kuro Sensei Question

When you refuse a duel with no refusal penality, what causes the honor loss? the personality? The duel? The stronghold? The sensei?

The loss is written on the Sensei. It comes from the Sensei. (The rulebook says Sensei abilities are copied onto the Stronghold, but this is not an ability.)

Rules question

Ninja shadow walker exp 2 reads: Ninja Battle: Bow the Shadow-Walker and shuffle him into your deck to send an opposing unit home from the battle without bowing. You may move one of your Ninja personalities into this battle. Negate all permanent effects on the Shadow-Walker and discard his attached cards.

if Ninja shadow-walker exp 2 gets duplicated by egg of p'an ku and uses its ability what happens. To which deck it goes and as the egg or as shadow walker?.

Once the Egg copies a Personality, it's considered a Dynasty card. It goes into the Dynasty discard when it leaves play, and it goes into the Dynasty deck if it's reshuffled.

Rules Question (JEFF)

Question for you on The Shadow's Claw. The Shadow's Claw: Reaction: Play before your Personality focuses in a duel. Look at your top five fate cards, Focus with one, take one into your hand, and shuffle the rest into the deck. Can you play a second Shadow's Claw while the first one is resolving?

You can't play a Reaction in the middle of an action unless you're reacting to one of the things that action is doing. You're not in this case.

Rules Question

This is a question on a couple of cards my friends and I have had some trouble agreeing on the actual effect of the cards.

Entrapping Terrain is rather specific, its a delayed terrain that ends the battle without resolution. The battle action segment still happens normally, so it is easily understood.

Flattery and Torrential Rain however, are not as specific. They both "end the battle without resolution" but they are not as specific on when the effect takes place.

That means it happens when the action is taken.
