A rules digest from the L5R CCG rules team, copied from the mailing list archive for Oracle of the Void. The askers' names are left out. Rulings are as they stood on this date; later rulings, the rulebooks and the Rules Archive may differ.
Rules question for Jeff
I'm going to add another part to the question.. I was playing today and this situation arose.
The personality with 3C and the Monkey Magistrates exist. Personality is bowed, Magistrates aren't.
c) Can the Magistrates add the +2 Chi in the event of Kolat master?
No.
d) In the above situation, are the Magistrates Targeting the personality?
Yes. (And that's why the first answer is "no".)
Rules questions for Jeff
-Can the second part of the action on Isawa's Last Wish be prevented by Shiryo no Shinjo without it affecting the first part?
Yes.
Isawa's Last Wish is an action, and it says, paraphrased, "I pick and kill one of your guys, then you pick and kill one of mine." That "then" is crucial.
Shiryo no Shinjo says, "No one else can pick my Personality for purposes of targeting any action."
So after I've killed one of your Personalities with my Wish, you cannot pick my Personality with Shinjo for the second destruction.
-Can the second part of the action on Isawa's Last Wish be prevented by Kitsuki Kaagi's Journal without it affecting the first part?
Yes. Same reason.
-Can the second part of the action on Isawa's Last Wish be prevented by Towers of the Asako without it affecting the first part?
Not "prevented." "Canceled." But, yes. This ruling is already in the archive, because the rulebook says when an action is canceled part-way through, anything it might have already done is not undone.
Exile's Road [JEFF]
Okay, rather than stating my opinions flat out, I'll ask a couple of questions instead:
1) I find the wording "As X is brought into play" to be a bit spongy. When, exactly, does the check for Uniqueness take place:
a) Before the card is brought into play, meaning that it entirely prevents the "bring into play" mechanic from executing.
b)At the beginning of the "bring into play" mechanic, meaning that it is part of the mechanic but a part that is unaffected by changes in card state that occur after the check is made.
c) At the end of the "bring into play" mechanic, meaning that the check is made after all state changes have occurred.
a.
2) Deduction: Since the "being brought into play" mechanic is still in force when Exile's Road changes its state, you must pay all costs and create all entering-play effects that are printed on the card being copied. Is this correct?
Um...no. Exile's Road becomes a duplicate when it enters play. It can't be entering play if its costs haven't already been paid -- and, conversely, since it is entering play, adding costs to it NOW wouldn't do any good.
Gifts & Favors / Plague of Locusts
How much gold is spent on a Gifts & Favors brought into play from your Dynasty Deck ?
Gold is not spent to do that.
Would Plague of Locusts destroy it ?
No. The ruling on Plague of Locusts in the archive is that it "destroys all Holdings that entered play with a gold cost of 0, regardless of their current cost, why their cost was 0, or whether gold was paid anyway." Also, as a general ruling under the heading of "Costs", we find this tidbit:
] Putting a card in to play directly, "without gold cost," or by ] "waiving" its cost are not the same as reducing its cost to ] zero. The card still has its cost; you are simply not paying ] it.
Gifts and Favors enters play with a gold cost of 2 when played via its built-in Reaction. Plague of Locusts will not destroy it.

He does not have a "phantom bonus" from focusing. He has a real bonus. Not everyone knows how large it is, but it's really there.
So what happens if Toku starts focussing some Lesser Oni against someone with Lord Moon's Bones?
Each time he focuses, he gets +0 Chi from the focus and -1C from the Bones' effect. At some point, this will kill him.
b. In addition, all Followers attached to that Personality with Honor Requirements above 0 would still be destroyed. [GE p. 48]
Seeing as the sentence in question: "Destroy each of the Personality's Followers with an Honor requirement over 0." refers to the now-illegal personality (I am assuming the parenthesized text on MM is reminder text)
It's in parentheses and italics. It is reminder text and not a card effect.
would that also not be negated?
That destruction does not affect the Personality. It affects his Followers.
We're still debating internally whether cutting requires leaving a certain minimum number of cards in each half of the deck. As for shuffling, what he's doing is not only allowed, it's allowed on purpose.
Since the # of cards in the deck changes during the game, this shoud be a %age of the deck, neh?
It doesn't necessarily need to be a fluidly sliding scale.
Proxy Cards
In our local area we have some people who run proxies for two seperate reasons: One, they do not wish to use the actual card in play such as harder to get cards like HoR and KYOD, etc... We allow clearly visible color photocopies and proof that they own the card. The second is some of us like to change artwork - same rules on using them, proof of owning the card, and a clearly legible printout. What is the official standing on this at storyline tournaments such as OrcCon?
Proxies are not allowed, with one exception: if the format is Strict Gold, Gold-legal Personalities with the "Soul of X" trait may be proxied by the original Personality card "X". These proxies must match in Experience level as well as "Soul" name. Cards proxied in this way are played in all ways by the newer, "Soul of" version, including any differences in family name, traits, and abilities.
Quiet Tombs
Does the Quiet Tombs region from Spirit Wars "have enough time" to remove an opponent's Vengeful Dead from the game, or does its remove effect happen simultaneously with the event reshuffling, making it the choice of the active player as to what happens to the event?
Vengeful Dead's player chooses whether to discard it or reshuffle it after it resolves. Only if she chooses to discard it would Quiet Tombs remove it from the game instead.
East Wall Experienced
If I have an East Wall attached to my province A, can I destroy a Follower (using its ability) on a Battle at province C?
No. Battle actions on Regions and Fortifications can only be used during battles at their own Province. [GE p. 54]
