If it's my Action phase, and my turn to play an action, I can still decide to play the Travelling Ronin "as an Open action", right?

If Diplomatic Apprentice is able to pay the cost of bowing for a political action for it's personality why couldn't it continue to pay that cost (by staying bowed) until your next straighten phase?
Atoshi's effect specifies when it ends. It has nothing to do with the (one-time) cost payment.
Dueling with Double chi and strange traits on Cards
If a personality has the double chi trait and focuses a card that has a "0" focus value with some sort of built in trait that effects duels which applies first?
Depends on the exact card text. Generally, if the card changes its focus value when its focused, that happens before the focus value is added to the stat (when Double Chi takes effect). Here's a precedent for Burning Your Essence from the Archive: "Treat the card's current focus value as a 6, when appropriate. This happens before any other changes. [JA, 19 November 2001]"

the sub-question is, "Can a Follower bow to perform an action, if its attached Personality is bowed?"
Generally, yes. Note Diplomatic Apprentice doesn't have an action, though. And, if the real question is, "Can the Follower perform an action written on a bowed Personality?", see above.
