A rules digest from the L5R CCG rules team, copied from the mailing list archive for Oracle of the Void. The askers' names are left out. Rulings are as they stood on this date; later rulings, the rulebooks and the Rules Archive may differ.
A couple of Rules questions
If I cancel a Political action taken by a Shadowed Tower player, can they still recycle it via their box?
No. If it's canceled, it wasn't played.
Second question, and a bit (lot?) sillier... If I make the Hantei the 39th a ninja (via Ronin Dojo or whatever) and then attach a Night Medallion to him, does it now require that the 14th black scroll be destroyed for him to die, making him unkillable (without killing the Night Medallion)?
Yes. Strange but true.
Sunetra / Paneky exp ???
1.- Scorpion Clan Samurai Soul of Bayushi Marumo Sunetra will not attach Items, except Armor and Weapons. Battle: Once per turn, if Sunetra has fewer than two Followers, move this unit to another Province.
i am resolving a battle in the province A and sunetra was assigned to province B. Can move sunetra from province B to A? or only can move sunetra from the current battle to another battle?
Her ability lets her move between any two of the Defender's Provinces. The rules of Presence and Relevance, however, normally restrict her to moving only from or to the current Province.
2.- Bayushi Paneky exp
If i used inner fire or AToC on paneky exp , can i use him ability to move a scorpion clan personality to this battle?
Yes, as his ability neither targets himself nor requires bowing.

I'd be curious as to how [Tachiyama's bonus] interacts with In Search of the Future...
In Search of the Future will change his Force bonus to himself to 0 for as long as he is opposed in that particular situation.
If he gets his bonus in serach-ed, and then the oponent discards a card, does his force go down by one point?
No. In Search alters the way his Force bonus is calculated, changing it from "half the number of cards in the opposing player's hand, rounded down" to simply "0". While Tachiyama remains opposed in that situation, his trait will give him +0F regardless of how many cards the opposing player holds.
same with the ancestral/celestial sword and in search, that you said that was being forwarded to the rules team...
The Sword gives itself multiple separate +1F/+1C bonuses, one for each Personality. [card text] In Search changes all its existing bonuses to +0F/+1C at the time it's played. Each time an aligned Personality is killed during that time, the +0F/+1C bonus due to that Personality goes away, so the Sword's total Force does not go down. New Clan Personalities brought into play later will generate brand-new, unaffected +1F/+1C bonuses.

Player A attacks player B with three units, player B defends with two 4F Personalities without attachments. Player B bows one of his units to play something. Then player A plays Overwhelmed, he destroys his highest Force unit. What are the options for player B? Can he: a) destroy the unbowed Personality b) destroy the bowed Personality c) return both Personalities to his fief d) only return the unbowed Personality to his fief
a, b, and c. He can target his own bowed Personalities because it's not HIS Overwhelmed action.
In that case can you explain this entry in the rules archive for me.
Overwhelmed
If a player with two units in the battle cannot target his highest force unit for some reason and does not have two other units to send home, the remaining unit is sent home. [JA, 29 October 2002]
That one's easy. There are a number of reasons Player B might not be able to target his own Personalities with Player A's actions. The "can't target your own bowed people" rule is far from the only possible explanation.
post for 26 November 2002 / Two rules questions
In a message dated 11/27/02 11:53:41 AM Pacific Standard Time, writes:
In Time of War has resolved and in one of the following turns player A gets a Boastfull Proclamation. Player B cannot destroy the province, so next turn Player A gains three Honor. Can player A choose to gain the honor before In Time of War checks his Family Honor, thus gaining eight that turn?
He can't choose to -- it happens that way regardless. It's analogous to the Geisha Assassin/Fortress of the Dragonfly combo.
Does this mean that if " In time of war " has resolved, that it is still possible to gain more than 5 honor per turn? Do events resolve before " In time of War " checks honor every turn? Where is this in the rulebook?
It's not in the rulebook. An Event isn't resolving before a turn starts.
Boastful Proclaimation causes an honor gain at the start of that player's NEXT turn. In Time of War check each player's Family Honor at the start of every turn. The original question was: which happens first?
We already have a ruling that when a card enters play, it receives all continual bonuses to cards in play before anything checks its stats. For example, if I have a Fortress of the Dragonfly in play already, and I buy Toku, there is no moment in time when Toku is in play but not 2 Chi yet. He's either still in my Province at 1 Chi or he's in play at 2.
Likewise, if something gives you 3 Honor at the start of your turn, it would only be consistant to rule that there is no moment of time, not even a tiny one, where your turn has begun but you haven't gotten that 3 Honor yet. Thus that gain will always sneak in before In Time of War makes its check of your Family Honor, adds 5, and sets its cap.
And that's it for me! I'd like to wish everyone celebrating a happy Thanksgiving and Chanukah. Be safe and serene. I'll be back on Monday the 2nd, leaving you in the hands of my trusty Rules Depities in the meantime.
Good luck to everyone at all those Otosan Uchi prereleases, too!
