Iím sure these have been asked before, but Iíve looked in the Rules Archive and couldnít find anything on them.

1) Can Bayushi Peneki Experienced use his ability to move himself into a battle in which his controller has no units?
Paneki refers to "this battle". Cards that refer to "this battle" and can BE in battles can only be used when they are already present in the current battle.
2) Does Bayushi Yojiroís Experienced 2 trait of giving all the Scorpionís you control +1 personal honor allow you to gain an extra 1 honor by bringing them into play for full cost during your dynasty phase if you are a Scorpion player?
No, because you gain honor immediately before the Personality enters play. That's before you control him, and thus before the +1 bonus has been added.
3) Does the Ki-Rin Shrineís Experienced trait of giving all you your Dragon Clan Personalities gaining +1 Personal Honor, allow you to gain an extra 1 honor by bringing them into play for full cost during your dynasty phase if you are a Dragon player?
