ok, bad wording on my part, lemme try it again. I have a J-K in play, i then turn another copy over in province 1. Can the one in play affect the other on in the province modifing his chi or personal honor before entering play? since his ability doesnt refer to in play or controlled.
ALL abilities work only on things in play unless they say otherwise. You can't boost an as-yet-unbought Jinn-Kuen with another.

The problem is, if it's an effect, not a cost, you can use cards like The Golden Obi of the Sun Goddess and Kisada's Fist to negate the destruction of your personality, without the other effects being cancelled, as they are with TDDWM, for example.
Is that a problem, or just a good combo?

Can the destruction be negated and the personality saved then? When its a cost (Goblin Warmonger, Come One at a Time) and the person was saved, the cost wouldnt be payed.
If the destruction is not a cost, preventing the destruction will not cancel the action. Conversely, if it is, it will. As worded, the destruction is not a cost on Overwhelmed, so that's how I'm ruling.
Can they, say, Kisada Shrine, and keep the person alive while the effects continue?
Kisada's Shrine doesn't keep people alive. It brings them back to life. It ruins nothing regardless of whether the destruction is a cost. (Do you mean Kisada's Fist? If so, see last paragraph.)
Rules Question (JEFF)
Hi Jeff, I'm quite sure that I already know the answer to this one but I thought I'd have it made official. If my opponent's highest force personality is bowed can he play Overwhelmed?
No, since it targets that Personality. Overwhelmed cares about individual card Force. Card Force doesn't change to 0 while a Personality is bowed -- UNIT Force changes.
ogre hag+noekam [jeff]
I'm assuming that noekam's fear effect is not considered to be variable for purposes of ogre hag right?
Noekam's Fear effect is not variable, period, as "variable" is defined in L5R. Not for Ogre Hag, not for anything else.
I say so because even if it can vary, it is known at all times, like ikiryo's honor loss... so if there are 5 undead cards in noekam's unit, ogre hag's force will be 5+2=7 right?
Right.

Refill the Province normally right after it resolves. Keep the Event in play in your home region while it has tokens.
A convention my original playgroup swifts came upon is stacking resolved events to the left of the Dynasty discard pile, setting dice on those events who were active for so many turns. Jeff, is this what you're suggesting here with the Merchants?
I don't know how you mark Events whose effects last for one or two or three turns. It doesn't actually matter, really. All you need to know is that, unless an Event says that the card itself remains in play for a certain amount of time, it TECHNICALLY goes into your discard pile right after resolving. Traveling Merchants says to keep it in play and put tokens on it, right in its card text, so that's what I told you to do.
In regards to things like the Celestial Dragon, for instance, is the event considered 'in play' or 'in the discard pile'?
Events, even ongoing ones like Suspicions and Peasant Revolt, are normally in the discard pile. Traveling Merchants is an exception.
