Yes. This is an old precedent, dating back to Crimson & Jade's Kolat Bodyguard and Animate the Dead. I don't spot it in the Archive or the rulebook, though. I'll add it in.
Q: Movement and Hitomi Kagetora
can Kagetora move _himself_ into the current battle[?]
No. "This battle" means the card has to be there. One reason you may have heard conflicting rulings was that the meaning of "this battle" was clarified / changed a little recently.
Ranged attack rules question
can you therefor use the jade bow along with the personality holding the bow to do one large attack.
Ah, the Shinjo Xushen question! It depends on whether the Personality has to bow to perform his own Ranged Attack. If not, there shouldn't be a problem.
Archive, General rules, Ranged Attacks: "Ranged Attacks may be combined if their sources (i.e., where the action in printed in ink) are on different cards. What card "performs" the Ranged Attack is irrelevent. [JA, 29 March 2002]"

Card -- or, in this case, stronghold text -- overrides general rules. The terms are the same, except when a card says they're not.
Not another step and Daidoji Rekai exp2???? Jeff????
Can I have Rekai MOVE into prov B and use Not Another Step to kill a personality in any other NON-resolved battle?
Surprisingly, no, based on Jeff Alexander's post of 20 June.

Following that, no battle is "adjacent" when Rekai begins her action, so Not Another Step can't be used.

Although Katsu doesn't have "Unaligned" printed as a trait, he also lacks any formal Faction Alignment...ergo he's Unaligned.
Incorrect. A Personality is unaligned if the word is printed on the card.
