what your saying is if an effect keeps reactions from being played during a duel/challenge then the honor loss from refusing and the honor gain from winning cannot be manipulated?
No, that's not what I'm saying. Effects that occur before or instead of being accepted can be affected by Reactions, even if Reactions are not allowed "during the duel."
