Question: Flattery/Gift of the Water Dragon
Can Flattery be played and take effect in a battle in which a unit was moved in via Gift of the Water Dragon?
Yes. Cards which end a battle prematurely do not technically send units home from a battle.
Isawa Hochiu exp1 vs. Iaijutsu Art
But Iai. Art lets everyone focus once and only once before it resolves, so I don't think Hochiu can strike before his opponent focuses from Iai. Art
Iaijutsu Art does not always give both players a chance to focus. If the first player somehow arranges to strike legally, the duel moves into resolution and the other player gets no more chances to focus, just like with any duel.
2) If Rekai xp2 moves into a battle and shoots the lone opposing personality dead, can the personality bow and play Slaughter the Scout as a Reaction or not?
I'd say yes. Slaughter the Scout is played immediately after the unit moves in, which is still before she's fired. It is playable and will destroy Rekai, though it will not stop her ranged attack. [p. 45]
3) Do Kuni Utagu xp1 and Yasuki Hachi xp1 count as Champions for their clan for the use of Faith in My Clan?
They are Champions, but they are not Clan Champions. This is true no matter how their Factions change. You need a Clan Champion for Faith In My Clan.
Ruling Questions [Rules Team]
My opponent (Dragon playing Shiro Mirumoto) starts, flipping Imperial Gift, Tamori Chosai, Campsite, Small Farms. I play Deeds, Not Words. He gets the small farm and buys Chosai. Since his SH produces 4G and Chosai's cost is 4G, does he have to buy him for full, or can he declare to use less gold to buy him for cheap?
He may elect to reduce the Gold cost of any aligned Personality, even one who costs 0 already. This will avoid the honor gain (or loss, in this case).

Pearl Magic reads... Kiho Battle: Bow one of your Naga Shugenja in this battle to make Ranged 2 Attacks targeting all opposing Followers and Personalities without Followers, in this battle. The Ranged Attack Strength cannot be raised.
Well, since it says right there in its own text that it does...
My reason for asking was since its hitting a BUNCH of things I was wondering if it was similar to Purity of the 7 Thunders and other blanket cards... I know it says target, but it also is hitting everything in a specific range (all personalities w/out followers and all followers) so I was wondering which way to go....
Targeting Rule #1 (do what the card says) comes before Targeting Rule #3 (global effects don't target), and the rules are read in order until you find the first one that applies. [p. 45]
Toku says unit... ahhhhh ok i see what your saying.. since he has a follower the card isnt targeting the whole unit its just his follower... so he can't use his reaction.. hmmmm.
Bingo.
I would be VERY interested in what the rules team says about this
They agree to maintain the current ruling: targeting cards within a unit other than the Personality is NOT considered "targeting the unit".
2. Does Kohuri allow you to cancel things targeting any Toturi's Army card or is just cards titled Toturi?
Just to spell it out for those who are dumb like me :). Kohuri can prevent an action from targeting any Toturi's army personality or not????
Not. The Personality needs the word "Toturi" in his or her name. (The "Toturi" trait, by itself in boldface and not as part of "Toturi's Army", would also work, but no such cards exist that don't already have the word "Toturi" in their titles.)
Also Kohuri wouldn't have to be in the same battle to use his reaction would he if he was canceling an action, correct?
Correct.
Couple more questions for you Jeff....
1. Superior tactics... I can NOT destroy a terrain in a battle if all my personalities in that battle either have less than 3 chi or are all bowed correct?
Playing Superior Tactics for either effect requires targeting one of your own Personalities with 3C or more. If you can't do that, you can't play the card.
2. Correct way to play Street to Street. S2S is played. All followers separate. If I am using Yogo Towers, I can bow opponents personalities. Once both players have passed, the battle goes to resolution and the followers re-attach and contribute to the armies force unless their personality is bowed. This is correct right?
Right.
That being said, bowing units that have elite followers is a waste of time no?
When the Followers separate, they are no longer in their original units. In fact, they're not in units at all...they're just kind of floating around. You can't "bow units that have elite followers" while they're detached. (Furthermore, when the Followers reattach, they are allowed to go to anyone they can. It's difficult to deny your opponent any Follower Force unless you bow all his Follower- capable people.)
Sup Tact and Refugees ??
I know this might be asking an old question over but some of the newer players in our group were wondering if it was legal to Superior Tactics or Refugees your own units when your attacking? I had never considered doing this in as many years as I have played and the cards do not specifically say yes or no nor does the rulebook to my knowledge.
Anyone clear this up for me?
It's absolutely legal to play cards like Refugees and Block Supply Lines on your own units, provided they're legal targets (no Followers for Refugees, attacking for BSL, and unbowed for both because you're targeting your own Personality with your action). It's also legal to play Charge or Outflank on Personalities in the opposing army. And, yes, there really are situations where it's beneficial to do so.
Fait in my Clan Re: [L5R-CCG] questions
Another question, can you use Shiryo no Shoju in a Naval Invasion? It sais "Before the Battle Action Segment of a battle" so I would say yes (damn that card).
You are 100% correct. The rulebook prohibits spurious Reactions only from the start of the Battle Action Segment to the first normal Open/Battle action chance. Reactions which are clearly worded to happen before that time are still legal.
Rules Question [Jeff]
Timing question: if Doji Shizue is Kolat Assassinated by a player besides yourself, I would assume that she dies before she can use her reaction, correct?
Correct.
And if she were Kolat Mastered, could the other player reflect or duplicate the honor loss and use her against you after the action resolved? (I would think no for both.)
Since your frame of reference isn't clear...
She can't be used by either player. Her original controller can't use her because he doesn't control her when his opponent loses honor. Her new controller can't use her because he can't use Shizue on his own losses. Her new controller CAN use her on your loss if he redirects or copies his Kolat Master honor loss onto you -- he has control of her in time for that.
Fate of the Minor Clans
Are the Badger Clan still around? Did the Hare Clan ever get reinstated? Are the Boar and Snake clans still completely wiped out? Are the Falcon their own clan again, or still just the Toritaka family of the Crab?
The Falcon are still just the Toritaka family of the Crab. I've forwarded your other questions to the Story Team in case they miss them here.
Face Me Question
Can you play Face Me as a reaction to your opponent playing Geisha Assassin?
Yes.
