A rules digest from the L5R CCG rules team, copied from the mailing list archive for Oracle of the Void. The askers' names are left out. Rulings are as they stood on this date; later rulings, the rulebooks and the Rules Archive may differ.
Greetings,
Quick Question
How does Moto Qing's "sending" a follower interact with "Street to Street"? [snip] Does it arrive at the battle and attach normaly, because Street to Street has all ready had it's initial effect?
Exactly this. See Archive entry (URL at bottom) on Street to Street.
Rules for 19 May 2002
[Re: Rain of Emeralds]
When paying full for human courtiers from your clan during your Dynasty phase, do they have +2 Personal Honor which you gain (per ruling on Yojiro Experienced 2 and Ki-Rin's Shrine Experienced) while the Emeralds are Raining[.]
Yes.
Zen, I would like more elaboration on this ruling.
See Archive, General Rules, Entering Play: Cards enter play before effects -- i.e., gaining honor for hiring them at full price -- happen.
Gunslinger?
:::steps wayyyyyy back in time::: At GenCon 97 they ran a gunslinger event, where each participant wore a ribbon and recieved a sealed deck and two boosters (which everyone signed). If you encountered another gunslinger player you could challenge them wherever you happened upon them at the con, provide they were not already in a game.
While this did indeed happen at GenCon 97 and 98, it was called "skirmishing," not "gunslinging."
Oni - Onisu
So can you use cards that target or pay for only onis to target or pay for an onisu?
No.
The keyword rule applies only to words. You know, a series of letters between blank spaces. If you add more letters, it ain't the same word any more (some exceptions are spelled out in the rulebook; e.g., plurals). For example, a card that referred to "steel" cards would not affect "eel" cards.
Bayushi Paneky exp ??!?!?
Jeff !!
I'm not Jeff! But I do have Jeff's okay to dole out answers!
can I bring a opposing scorpion personality that is in a opposing army in this battle in my army?
No. Cards do only what they say they do, and nothing more. Paneki's ability only says what happens to the location of a card, not who controls it.
Can I bring a scorpion personality that is in the my opponent's fief?
Yes. But you do not control the Personality.
When the battle end , the personality go to my fief or go to opponent's fief?
The controller's home (which, in the scenario you are concerned with, will not be you).
is [the obsidian champion] a human or nonhuman personality??
See Glossary. pg. 73, "human": Personalities are human by default.

*Please* post in plain text. Pretty much every mail software program has the ability to turn off formatting.
can [Riake] use her ability when she is not in a battle to move a unit in a battle?
Yes.
Aside: Although this question is frequently asked, it is not in the Rules Archive. (This also applies to the "onisu" / "oni" question higher up.) The reason why it is not in the Rules Archive is because the answer is a straighforward application of basic rules. There's nothing complex or unusual about the card or its interactions with the rules that warrants an Archive entry (in my estimation).
I would like anyone who's ever wondered about Riake to read closely through the rules on "Battle Action Segment" in the Dark Allies rulebook, page 53-54. It is fundamental to understanding how battles work. If anyone can make some suggestions as to what would make it more clear, please speak up.
Jeff! When's that FAQ a-comin'?
