What excatly is a army?
But what about cards that are just hanging out in your fief do they count as a army as well?

who picks the followers that are destroyed?
The one playing the card.
can my opponent bow a 0 force unit to destroy all or one of my 0 force followers?

Lets say im attacking a province..

can i target a personality in the attacking army with Biting Steel that is attached to a shugenja that isnt in the attacking army?
Rulebook, Pg 54, Example 2: Yes.
Lets say on my first turn i bring out a experinced Toku. On my next turn i flip over a normal non-exp Toku. Can i bring the normal Toku in even though the Exp. one is out?
Rulebook, Pg. 26. There's no conflict between Non-Unique cards (like Toku) and a Unique card (like an Experienced version).
