(since the ability comes from the wind which is a card)

Winds are cards. Wind effects are card effects.

Does using the effect of Tori Tattoo cancel reactions triggered by personalities entering a duel? (double chi, bayushi kawashi, togashi yoshi, coward's way, etc)

It cancels all Reactions until the duel ends, both on Action cards and on cards in play. And because it's used "before" your Personality enters the duel, it will always be playable before a Reaction played "when" or "after" a Personality enters a duel.

It does not cancel automatic or optional non-Reaction effects.

Yes.

If I bring a personality from my discard pile into play with rise of the phoenix, the shrine...etc. When they enter play they recover:

When a card is destroyed or leaves play in any other way, all non-token cards on it leave play in the same way, and all tokens on it are removed from the game completely. [pp. 60-61] Returning the original card to play later will not bring anything back with it.

Hi there, this just poped to mind. Can I use the same action on the same personality over and over during a single turn?

You cannot use the same printed copy of a Reaction more than once per trigger. Other than that, there is no limit to the number of times you can use an action other than what's built into it.

Just to clarify for other people that don't understand. This is done as long as there are more than two people involved. So technically you cannot play "honor tennis."

The Wind's Truth Reads, "The Wind's Truth 0G 4FV Kiho Elemental Political Reaction: When any player gains or loses Honor, bow one of your Monks or Shugenja with Chi greater than or equal to the gain or loss to redirect the gain or loss to a different player." [MRP, A Perfect Cut, 4 September 2001] The source and amount of the gain or loss remain unchanged. [7/12/99] The Ring of Air can redirect it, but only to another "different player," so you can't send the gain/loss right back to the player it was just taken from. You're getting two rulings confused.

You can, in fact, use a second Wind's Truth to redirect a gain directly back to the player that the first Wind's Truth took it from. The Ring of Air ruling doesn't apply when you're trying to redirect the gain a second time, but rather when you're trying to change who the FIRST Wind's Truth redirects it to.

The Imperial Herald is the magazine that Imperial Assembly fan club members get. Every time an issue ships, each Clan gets a new letter written by a prominent personality within the clan. Members get exclusive early access to these letters as a privilege. Clan letters are eventually made public.

Alliance and the Rats

Can I name "Ratlings" with the event "Alliance?" I'm assuming so, because in the DA rulebook, it had Ratlings listed as a faction. I checked in the archives, but didn't find a specific answer.

It's not in the archives because it's in the rulebook. You've already found the answer: "Yes".
