A rules digest from the L5R CCG rules team, copied from the mailing list archive for Oracle of the Void. The askers' names are left out. Rulings are as they stood on this date; later rulings, the rulebooks and the Rules Archive may differ.

I compleatly understand the Winds are not Wind cards but why isn't Toturi Tsudao a Toturi card now that it is a card.
Because the Keyword Rule does not apply to Strongholds, Sensei, or Winds. This is in the rulebook.
In the APC rule book it was not a card so it doesn't talk about this problem. Will not traits on a Wind select the type of card or action that it is? If so why are they now becoming cards?
They are not becoming cards all of a sudden. The Gold and APC rulebooks both actually disagree on whether they're cards: in one place, they say they aren't, but in at least two they say they are. This ruling resolves the inconsistency. The reason Dave and I chose to go with "cards" over "not cards" is that the fewer exceptions the game has, the better.
Kuro Sensei vs. Yokuan
I have a question: If my Bayushi Yokuan issue a challenge to a opposing bowed personality wich controller have in play a Kuro Sensei, could he refuse it?
By extension of the Moto Gaheris/Winter Warfare/Block Supply Lines ruling: yes.
Hiruma Sensei questions
I know that it seems to be stupid, but I think I couldn't understand the Hiruma Sensei very well.
Hiruma Sensei renders it impossible for any external effect to prohibit playing actions, or to add extra costs or playing conditions to actions, taken by defending players with units in the battle. It does not address targeting restrictions at all, and it doesn't let you ignore play restrictions of the actions themselves.
Does it allows a player to play action cards after a Great Silence? Or play a terrain after a Winter Warfare? Or target a personality with a Kitsuki Kaagi's Journal's personality with a BSL? Play any action from out of the battle under the effect of a Ravine?
Yes, yes, no, yes.
Spirit Wars qns for Rich
So what of the Crane Champion's wife? Was she forced to set aside her Spirit-self?
Apparently not, since that's her on the Spirit Guide card.
Luring Tactics/Test of Courage....
I saw a play the other day, and have a question. If I use luring tactics to draw an opponent's personality into a Sorrow's path, can he use a Test of Courage to cancel it?
The new wording on a Test of Courage is: Reaction: Play this card when an action is moving one of your target Personalities out of battle. Cancel the action. You cannot bow the Personality to take actions or target the Personality with actions until after the turn."
The phrase "When an action is moving one of your target Personalities OUT OF BATTLE" is the confusing one. Does moving one of his units from one battle to another activate the trigger? He actually isn't being removed from battle, just to another one.
Since it's ambiguous, I'm going to rule that it should be read as "out of A battle" based on the original wording of the card.
Plains of Otosan Uchi question
Plains of Otosan Uchi: Imperial Unique This Province is considered two Provinces for containing cards (but still one Province for targeting and during the Attack Phase). When this Province is destroyed, lose 10 Honor.
I) If I reveal Regions of Rokugan and attach Plains of Otosan Uchi to my rightmost province, I place the aditional card under Plains of Otosan Uchi inmediatly (then I face up in this turn), or at the end of Dinasty phase?
A Province which holds less than its maximum number of Dynasty cards at any time gets refilled immediately.
II) If I have Plains of Otosan Uchi attached to my last province and one of the cards that I face-up is a region, can I attach it to the province? and if it is Shinsei's Shrine, what happens?
It is one Province which contains two cards. Since it's one Province, it can only have one Region attached. It already has one. You can't attach another.
III) If I have Poorly Placed Gardens attached to my last province and I face-up Shinsei's Shrine, what happens?
You still can't attach the Shrine. You can attach the PPG if there isn't one on that Province already.
Ki-Rin's Shrine
and if I have Ki-Rin's Shrine in play and I use Isawa Sze + Wasting Disease twice in the same turn?
Tokens aren't cards. Ki-Rin's Shrine will prevent your Personalities from Chi reduction due to any tokens, even ones your cards create. Sze can cast Wasting Disease twice per turn if he wants to and not drop below 1C (or whatever his Personal Honor is) no matter how many exhaustion and corruption tokens he gains.

Finally, with the new wording on He's Mine!, can you challenge someone to an Iaijutsu Art, then He's Mine1 in a much higher chi Samurai?
Yes.
I hate to 'tag-team' you like this, Jeff, but why is this allowed and the Shosuro Gardens cannot perform a similar move?
Because Shosuro Gardens is a retargeting effect and He's Mine! isn't.
And, if this is allowed, can a souped-up Kwanchai (say, with the Sword) enter an Iaijutsu Art that he could not legally have started?
Yes.
That's a subtle nuance I didn't catch the first time. You're absolutely right. The combo actually isn't legal. This is a REVERSAL.
Yeah, the 'cannot react twice to the same trigger' affects quite a number of things in APC (most notably Acquiring Favor and the Diplomatic Apprentice.
And yet, it's not a new rule. Weird.
How Herald is shipped?
I am thinking to be a member of Imperial Assembly. But I want to keep it as secret to my wife. ^^ So the only choice of shipping is my company. My question is how it is shipped. Is it wrapped? I mean, can anybody see the cover page? I think that the bloody picture may offend somebody in mailing room. ^^
It's wrapped in clear plastic. Better hope no one there is offended by samurai.
