Can I target by Kitsuki Yoyugi (or Ninube Onchi) action Political Open: Target a Personality and bow Yoyugi unless the target is non-Unique or Unicorn Clan: The target's base abilities may not be used. a personality which is dead or discarded?
I was wondering if I can stop the Shadow dragon ex. open ability or other personalitys ability that they can use even when discarded or dead.

No, because cards that are out of play may not be targeted by abilities unless specified on the ability.
