I play considerations targeting my tactician and give another personality +3 force and the negation of the next action that targets them. My opponent hits my 2 personalities with creating order then reacts with kalani's landing giving the personality the was considerationed -2 gold cost. Does the creating order target him first or the reaction from kalani's landing i.e. which effect gets negated thanks.

consideration: Open: Choose your performing unbowed Tactician and target another of your Personalities: Give the Personality +3F. After the next time this turn another player's action targets him, negate its effects.
Kalani's landing: Reaction: After an action is announced, target a card (in play): Give it -2 Gold Cost
creating order: Battle/Open: Target one or two Personalities: Either negate all current and new Force bonuses and penalties on them from actions, or straighten their units

In this case, the Kalani's Landing reaction will take effect first and "use up" the negation of Consideration, and then Creating Order's effect will be applied.
