First: Can Luxurious Silk's Reaction be used to pay for Shinden Shorai's Limited action?

The answer to both questions is "no".
The actions themselves have no cost at all; if they did, it would be between their first and second colons. The costs you will be paying are of/for the Personality and attachment themselves, respectively, and are NOT costs OF the action. So, that excludes Luxurious Silk and Kalani's Landing in your examples, due to the limitations on their Gold production.
When paying for the personality because of Sacrifice of Pawns does it count as an action? Do luxurious silks produce up to 4 gold for it or only 2?
