L5R CCG Rules board, 22 June 2011 to 24 September 2011
A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

I target opponents personality with Firm Censure
He then goes to Equip a follower to the targeted personality What happens 1. Follow returns to hand or is discarded? 2. Gold cost is paid or not paid?
Many thanks
----------------------------------------- (Equip) Limited: Any number of times per turn, target one of your Personalities: Attach a target attachment card from your hand to him.
Firm Censure Text Open: Choose your performing Samurai and target another player's Personality or Follower: Negate the effects of the next action performed by the targeted card (this turn). Bow it if it has no attachments and is not a Samurai.

Firm Censure negates the effects of the action, which in the case of Equip is the entire process of attaching a card - you don't even place the card in the "specially created entering-play area," let alone try to pay for it.
So, as long as you have an attachment in hand, and so can meet the targeting requirements of Equip, the easiest way to "get around" Firm Censure is to announce an Equip action performed by the Personality - if it's your turn. So, if you want yor Firm Censure to stick, you need to play it on your turn, ensure they have no legal attachments in hand, or target a non-Samurai with no attachments.
If it never enters the "Specially Created Area", is the card ever actually shown? If not, how do you prove that you have an actual attachment in your hand (as opposed to simply saying "I attach a phantom card--oh wait")? Or is this more of a floor rules question?

No.

You do not need to prove it, the Good Faith Rule guarantees that you must have an actual attachment in your hand.

Regarding this thread: viewtopic.php?f=59&t=91831
Let's say I target an opponent's personality with Firm Censure on his turn. His next action is to attempt to Equip a card, which is negated as described above. Since it never enters the Specially Created Area, he does not have to reveal it.
I would like to verify that he, in fact, has an attachment to play this way. How do I do that, since he's not required to show the card? Is my only viable option to call a judge?

Under discussion.

In regards to here: viewtopic.php?f=59&t=91831#p1218372
The Equip action says: Limited: Any number of times per turn, target one of your Personalities: Attach a target attachment card from your hand to him.
Since the attachment is required targeting, don't you technically have to declare what attachment you're targeting? You don't have to show the card, but you would need to tell your opponent what attachment it is.

So I saw the response by Bayushi Loic, here, and was curious.
If you don't reveal the card you just say, I attempt an equip action. Oh it's negated by Firm Censure, okay I don't have to reveal my attachment, because it didn't happen. Continue with rest of turn. The only recourse must be to call a neutral third party(a judge in a tournament) to verify that an attachment is in the hand of that player, and he has sufficient available unbowed holdings to pay for it, right? because the good faith rule specifically says he can't attempt the action if he doesn't have the card to "actually" play, and also requires he have sufficient Gold to pay for it, right? Which therefore would not be a legal play and therefore not use up the negation effect of Firm Censure, right? Because he could not have actually attempted it in the first place, but you don't know that unless a third party investigates the opponents hand for you. Or did i miss something in this discussion?

Regarding this topic
The last post by a rules junta was "under discussion". It's been a while and I was hoping an answer had been reached as this situation has happened a few times locally. Basically, if I use Firm Censure on an enemy personality and my opponent just says "I target that personality to attach an item to. It fails. Firm Censure's effect is done", do I have to get a judge (or in a local game, a neutral 3rd party) to check my opponent's hand to ensure that he does in fact have an attachment (and the gold to pay for it)?

Discussion among the Rules Junta confirmed the earlier answer: you can call a tournament judge to confirm that the player is abiding by the Good Faith Rule.
