If I buy a courtier in Dynasty Phase, paying their full cost to gain honor, can I then bow THAT courtier to trigger Destructive Priorities?

No, such an Honor gain happens just before the Courtier enters play (see Dynasty Phase) so he is not in play when the Reaction from Destructive Priorities triggers and he cannot perform it (see In play and out of play).
