Province Strengths and Ongoing Effects, take III

L5R CCG Rules board, 1 June 2011 to 2 June 2011

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

So I had asked this question over a month ago. Has there been any official decision or change to the rules in relation to this question?

Thanks...

Yes, it was mentioned in this post: viewtopic.php?f=59&t=90771#p1208018

So not to be a heel or anything, but the question was asked after that post in response to a ruling for a different card(Border Ambush) that was inconsistent with the ruling for Province Strength increases from Strengthening Protection, even though the wordings for both cards were identical, and Zen responded to that later question that "Some text that was thought to be in the Comprehensive Rules, um, wasn't." and that the question was kicked up to the Rules Jaunta, after the answer in the thread quoted by Zen here therefore I am not following the logic. Since the initial response came down after the Province Strength Rules changes were already in place, saying that there was stuff missing and the question had been kicked up, but now he says the prior changes explain everything, so confused.

How then is it that Strengthening Protection is considered under the "all things of a type" rule for ongoing effects, thus affects provinces that come into being after it's effect is activated; while Border Ambush isn't applied to personalities while they are at the current battlefield, and doesn't change based on opposition or not despite being identically worded with respect to the conditions involved? This was the crux of the question I've been waiting for a month to be answered. What determines that an ongoing effect is changing the game state, vs not and thus only applies once? Based on the relavent rules and the wording on the cards I'd have to say Strengthening Protection doesn't fall into this category of Game State Altering effects (just as Border Ambush does not), since their wordings are indentical, as I pointed out in my previous post.

But according to the original Province Strength thread Strengthening Protection IS one of these Game State Altering Effects, though it is not worded as such. I really need somebody to explain the why based on the rules, what specific phrases or lack there-of determines which category of ongoing effect any particular piece of text belongs to?
