Can I use Province Assaulted in my turn to straighten 2 units? The way the bolded part precedes a comma suggests a condition for the cost to exist. Does this condition refer to the cost or to the effect of the action?

It's a condition for using the ability at all, not a modification of the cost (http://rules.l5r.com/CE_Card_features#Abilities).
