A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

So I was reading this.
And it occurred to me that while I agree the revealing happens simultaneously. I can't find anything in the rules that says the then triggered bring into play effects of a revealed celestial would also be resolved simultaneously. It seems to me that the rulebook is triggering a bring into play procedure. Which are two distinct effects, furthermore since the order matters the timing resolution steps come into play.
Basically my argument is that the effect of border keep is only to reveal the two celestial simultaneously, not put them into play simultaneously. So the caveat about an effect bringing multiple cards into play simultaneously doesn't apply. That isn't what BK does. The rule book then triggers two separate game procedures for each celestial, and active player chooses, right?

Under discussion.

http://rules.l5r.com/CE_Effects#Order_of_effects "If multiple effects are caused by a single piece of text they occur simultaneously, unless otherwise specified by language such as “consecutively.” When simultaneous effects caused by a single piece of text create multiple game procedures containing more than one step, each step of each procedure takes place simultaneously, in parallel."
The process of a celestial entering play does not appear to be a "Reaction, triggered trait, or other triggered occurrence (e.g., Honor loss after a dishonorable Personality dies; delayed effects)" so http://rules.l5r.com/CE_Timing#Resolvin ... _conflicts does not seem to apply here.
