Whispers of the Dying Sun and "once per game"

L5R CCG Rules board, 16 May 2011

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Whispers of the Dying Sun Event Choose a (non-Stronghold) card in play. Each of its base abilities may be used one additional time this turn.

How does Whispers of the Dying Sun interact with "once per game" abilities, such as Border Keep and Yoritomo Sachina experienced? And why does it interact in the manner that it does?

Rulings History: On August 31, 2009, it was ruled that effects which allow an additional use per turn do not override other restrictions, such as "once per game".On October 5, 2009, it was determined that Whispers of the Dying Sun would allow an additional use of the once-per-game ability of Border Keep so long as the "initial" use of the ability was used first. Later that day, that was confirmed to officially reverse the August 31 ruling. On January 19, 2010, it was confirmed that this applied to any "once per game" card affected by Whispers of the Dying Sun, via an (admittedly unlikely) sequence of events involving Bayushi Hisoka. On March 11, 2010, this behavior was ruled to apply to Akodo Senzo, who has slightly different wording ("second time" in place of "additional time").On March 17, 2010, the Akodo Senzo ruling was reversed in part, with a restriction added that both uses of the affected ability must take place in the same turn. This change was also applied to the rulings on Border Keep (and presumably Bayushi Hisoka, but since that's not likely to ever happen, no one cared to follow up). Later that day, in response to a request for clarification, it was indicated that the rules wiki would be updated with further explanation of the mechanics involved.I requested clarification on April 7, 2011, but the thread has received no reply, even after several follow-up PMs per the forum guidelines. There does not appear to have been anything added to the Comprehensive Rules on "additional use" following the March 17, 2010 reversal. Quoting Isawa Hiniku from back then, "If you have 0 remaining uses of something at beginning of turn and then gain an additional use, how is this different grammar wise from having 1 remaining use at beginning of turn and then gaining an additional use?" Is the March 17 ruling still valid? If so, why? There does not appear to have been anything added to the Comprehensive Rules to shine light on the question.

If it is at all possible to revisit this within the next couple of weeks, it may impact my Kotei decisions.

Consider the Rules Junta duly prodded. We'll keep you posted.

Apologies for the delay.
