A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.
A player, 28 April 2011
So I was thinking about this situation and I wanted to be sure I got things right.
Bayushi Hisoka targets a player and destroys a province granting that player a once per turn province refill face up until the end of the game. Said player has no Dynasty cards in his Dynasty deck, and is resolving an Event during his Event's Phase from Province 1. Opponent plays Subversive influence to prevent the event from resolving.
I believe the correct sequence from this point is this.
Subversive Influence shuffles the event into the Players Dynasty Deck. -->Event is Face down and out of play so: Subversive Influnce Effect stops affecting that card, instantaneous effect + tracking rule. Province 1 is Immediately refilled from Dynasty Deck, and per Hisoka's ongoing effect for the player, may be refilled face up, assuming it is. Sequence of Play now says go back to step B, which will again try to resolve the event.
Rules Say this...
Sequence of Play for Events F. a. If the province contains a different face-up card than the one dealt with in the previous steps B through E (for example, if the previous card was discarded and the province refilled face-up), return to step B and follow steps B through F for the new card.
While logically the Event is the same card. That card went Face down and out of play, so according to....
The Tracking Rule “Memory” of the status of individual cards ends when the card enters a deck or a hand, or otherwise becomes both face-down and out of play (such as after a card in the deck or hand is shown). This includes dishonorable status, ongoing effects, and whether or not an ability has been used.
EXCEPTION 3: If an effect does not distinguish between individual copies of a card, its “memory” remains even when the card is both face-down and out of play.
Clearly the Rule in F. a. is looking for the specific card (distinguishes the individual copy), thus the exception does not apply, and you start back at B. As is the Effect of Subversive Influence.
So the Event resolves again. Am I right?

Yes.
