Offices of the emerald magistrates and Southern Blockade

L5R CCG Rules board, 28 April 2011 to 7 June 2011

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

This has been a point of some debate for a little while.

If I play Southern Blockade on another player's province, can he use the reaction from Offices to pay for the Limited ability granted to him to remove the Southern Blockade from play? Their argument is that the limited action is granted by a strategy card. My argument is that the limited ability is not a strategy, just an action granted to them by one.

Offices of the emerald magistrates Reaction: When paying the Gold cost of an action on a Strategy, if you control a Magistrate: Produce 2 Gold.

Southern Blockade Open: If it is not the active player's first turn of the game: Target a province and put this card into play. While this card remains in play, Personalities and Holdings will not enter play from that province and its player has the ability "Limited: Pay 4 Gold: Discard a card in play titled Southern Blockade."

The ability is granted to the player, but it is "on" a Strategy; you can pay with Offices of the Emerald Magistrates' ability.

See this thread about Kata and Ring of the Void for more information.

So I saw this ruling. I don't believe the previous rulings for Ring of Water/Ring of Void can be applied here.

The text of Offices of the Emerald Magistrates specifically says an action "on" a strategy, rather than the "from" phrase used on the Rings.

From the Glossary

On An ability, a trait or a keyword on a card is one either printed on the card, or granted to it by some effect.

The ability granted to the player is not on Southern Blockade (as an ability), It is granted to the player, by Southern Blockade. Therefore it is "From" and also an "Effect" of Southern Blockade, but not an ability "On" Southern Blockade. Thus doesn't apply to the Gold Generation Ability (the Reaction) of Offices of the Emerald Magistrates which is looking for an ability "On" a strategy. Otherwise "From" and "On" are redundant terms in the glossary and we should get rid of one of them to avoid this sort of confusion.

Believe me I wish it were otherwise, but the rules just don't say that.

From The source is the card that the effect, action or targeting is printed on, or the rulebook if it is printed there. There are three exceptions: ... 3. Costs and effects of traits and abilities given to other cards, copied from other cards, or on created cards, come from the card they are currently on.

The ability granted to the player by Southern Blockade is "on" Southern Blockade, and the action is "from" Southern Blockade.

http://rules.l5r.com/CE_Card_features#Abilities

"Embedded text Embedded text appears within a trait or ability in quotation marks (") and usually is part of an effect that grants the embedded text as a trait or ability. Any features of embedded text are not a part of the text that contains them."

The ability "Limited: Pay 4 Gold: Discard a card in play titled Southern Blockade." is not granted to the Southern Blockade strategy card, but to the player who owns the targeted province.

http://rules.l5r.com/CE_Effects "Targeting, costs, effects and actions come “from,” or are done by, the card where the thing in question is originally physically printed. If it is printed in the rulebook then the effect is not from any card." "EXCEPTION 3: Effects of traits and abilities given to other cards, copied from other cards, or on created cards, come from the card they are currently on. " I note that this exception only applies to card, and not to abilities given to players directly. Does this mean that any ability granted to a player directly is 'done by' the card that granted the ability originally?

Is the bow action granted to a player by the event I Am Ready considered an effect from a card and thus able to be negated by Courage?

What about Yoritomo Okitsugu's ability "Recon Limited: Target a Province. While they remain at its battlefield, your Followers whose units assigned there have the ability, "Battle: Bow this card: Ranged 3 Attack.""? Since the ability is granted to the followers, but 'on' Okitsugu according to the current ruling, can I bow Okitsugu to pay the "bow this card" cost of the ability granted to and performed by the follower? Since each follower is granted the ability "Battle: Bow this card: Ranged 3 Attack." but the ability is still 'on' Okitsugu, I assume the followers are unable to use the granted ability if Okitsugu is unable to perform actions, as Okitsugu and the follower using the granted ability would both be considered to be performing due to http://rules.l5r.com/CE_Glossary_P-Q#Perform "Perform A Personality or Follower is performing an action if its controller is the player taking the action (or, if the Personality or Follower is out of play, if its owner is the player taking the action), and any of these things is true: * The action is from an ability on the Personality or Follower. "

With regard to this. @Akodo Gilador: Not to belabor the point too much. But the exception you quoted doesn't apply as the action isn't granted to a card. And even if it were, the ability would be on and from the card granted that ability not the card that granted the ability, per the quoted rules text. Therefore, would not be an ability on or from Southern Blockade. There may be something else in the rules that does this, but this ain't it.

In response to this thread: viewtopic.php?f=59&t=90435

Since the Limited ability granted to the player whose province was targeted by Southern Blockade is considered to be 'on' the card, does this mean that Storm-filled Sails' granted Battle action is considered to be 'on' its card? As such, does it now count as a Thunder action?

Thunder Limited: Until the turn ends, you have the ability, "Battle: Attach a target attachment from your hand to your target Personality. If this attached a card, draw a card."

This one is gettin kicked up to the Rules Junta.

I'm going to use Storm-filled Sails "Thunder Limited: Until the turn ends, you have the ability, "Battle: Attach a target attachment from your hand to your target Personality. If this attached a card, draw a card."" as the primary example because it was convenient, but this applies to any card which grants an ability to a player directly and then leaves play, like I Am Ready, etc. Since the granted ability is considered 'on' the card that granted it according to current rulings, and the cards in question do not have specific exemptions allowing the granted abilities to be used while the card its on is out of play, is the granted action unusable? http://rules.l5r.com/CE_Abilities_and_actions (emphasis mine) "Like traits, abilities on cards not in play or in a resolution, entering-play or focusing area may not be used."

Continuing from this thread, please clarify which abilities on these cards can be used:

Extensive Training Battle/Open: Give your target unbowed Samurai the ability, "Battle: Ranged 4 Attack".

Fortune Favors the Bold Until your next turn begins, you have the ability, "Reaction: When another player's Battle action would target one of your cards in a unit at the current battlefield: Choose another of your cards in a unit at the current battlefield. The action targets that card instead, if legal."

Generosity Until your next turn begins, all players have the ability, "Reaction: When paying a Gold cost, once per game: Produce 3 Gold".

Lavish Gift Open: If it is not your turn: Target another player. You give him a lavish gift. He gains the ability,"Reaction: When paying a Gold cost: Produce 1 to 10 Gold. All other players gain Honor equal to the amount of Gold this produced." Gain 1 Honor.

Waylay the Messenger Open: Bow your performing Scout: Target a province. During the next battle this turn at that province's battlefield, you have the ability, "Battle: Choose your performing unbowed Scout: Ranged 6 Attack." Before this turn ends, if there were never any units on the enemy side at that province's battlefield, put this card into your hand.

As mentioned previously, this has been kicked up to the big round conference table located in the cave on the Rules Junta's skull-shaped island. Please be patient; good master plans take time to hatch.

To be more definite in Kotei season: Assume that the ultimate ruling will not end up meaning that a number of cards completely don't work because of some obscure technical reason.

So...Do you have any final decision about the cards nerfed to oblivion or not?

Roger has updated the definition of On: An ability, a trait or a keyword on a card is one either printed on the card, or granted to it by some effect. Abilities granted to a player by cards or the rulebook are "on" the player, but come "from" their card or rulebook source.

This means that the definitions of "on" and "from" are no longer equivalent, and the rulings are changed thus: Offices of the Emerald Magistrates cannot pay for an action granted to a player by a Strategy. The ability granted by Storm-Filled Sails is not a Thunder ability.

Unchanged: Abilities granted to players can be used. Ring of the Void, etc, check for actions "from" cards, so granted abilities count.
