Can the Open ability on Controlling the Seas be performed by non-monk/non-shugenja with the Thunder keyword?

I couldn't find any rulings expressly saying that only monks/shugenja could perform kihos. Typically all kihos have "target your monk or shugenja" so as to make samurai unable to play them. Is this just a handy exception or is there a rulebook reason I'm missing?

Thunder • Kiho Open: Choose your performing unbowed Thunder Personality: Target one to three Personalities: Either give Naval to, or remove Naval from, each one seperately. Reaction: After the resolution of another player's Battle action, choose your performing Thunder Shugenja at the current battlefield: Give a target enemy Personality or Follower -3F.

Can the Open ability on Controlling the Seas be performed by non-monk/non-shugenja with the Thunder keyword?

Yes. There's no Rulebook prohibition against it, only the restrictions/requirements on the cards themselves.
