No you cannot play Lying in Ambush thanks to the Recon Open action from Toritaka Horoiso.
Lying in Ambush is triggered after the resolution of an action (see Action resolution), which means immediately after; therefore the condition is met only if a Personality is created during that resolution. Toritaka Horoiso's action creates a Personality later: after the next time this turn you engage in a battle at the targeted province's battlefield.
