Subversive Influence and 0 cards left in deck

This happened to me at the Chicago Kotei, and I'm pretty sure the judge was correct on this one, but I'm having trouble figuring out exactly why he was correct.

I have 4 provinces, but only the leftmost province is holding a dynasty card. The other three provinces are not holding a dynasty card because my dynasty deck is empty.

At the start of my turn, I flip over my one dynasty card and it is event. Before the event resolves, my opponent reacts with Subversive Influence, reshuffling the event back into my dynasty deck.

I tried to argue that the event would get reshuffled and immediately refill the 2nd province, because the first province is still being "resolved" (that is, we are still in the process of resolving Subversive Influence). If the event refilled the 2nd province, I would think that after the Subversive Influence resolved, we would move on to revealing the 2nd province dynasty card, which TA-DA is the event again.

However, the judge said that the event just refills the first province again, and I'd have to wait until next turn to resolve the event.

Which, if either of us, is right here?

I tried to argue that the event would get reshuffled and immediately refill the 2nd province, because the first province is still being "resolved" (that is, we are still in the process of resolving Subversive Influence).

Herein lies your mistake. Subversive Influence stopped the Event from resolving at all. The first province is not still "being resolved" or in any other sort of "state of grace" when your Event gets reshuffled into the deck. It is the first empty province as soon as your deck has more cards to refill it and therefore it gets refilled first.
