Subversive Influence: Strategy Reaction: Before an Event resolves: It does not resolve. Shuffle it into its owner's deck.
Jimens Decree: Event Before the next time this game an Event resolves, its effects do not happen. (Discard it.)
If Jimens decree resolves, making the next event not happen, and then your opponent flips lets say, war of dark fire... Can you choose to use subversive influence as your first "reaction" to before the event resolves to save your Jimens Decree for an event you'd rather have it "kill"?
This may be important, because certain honor decks would prefer to see New Order permanently gone, and are willing to risk seeing WoDF again, or vice versa.

No. Reactions always come last in timing conflicts. http://rules.l5r.com/CE_Timing#Resolvin ... _conflicts
