All those reactions that say when paying the gold cost, i.e. Barley Farm, Offices of the emerald magistrates, do you have to already have gold produced towards paying for the cost in order to use the reaction? Also Offices of the emerald magistrates says paying the gold cost of an action ON a strategy, does that mean it cant actualy pay for the card? like it cannot pay for [Burn the VIllage] but it can pay for [Certain Death]?

No. "When paying" means you are currently in the act of paying for something, but does not pre-suppose that you have put any Gold toward that payment yet.

It can pay for both. The Gold Cost in the coin is also ON the Strategy card.
