I assign to a battle with a battle maiden, with the "Fearsome Mempo" attached and give an enemy Personality a force penalty. Can I then react with "The Wind Never Stops"?
Fearsome Mempo: Reaction: After engaging in a battle: Give -2F to a target Personality or Follower opposing this card.
The Wind Never Stops: Reaction: After the resolution of a Battle action you took that gave a Force penalty to an enemy Follower or Personality without Followers, choose your performing unbowed Battle Maiden at the current battlefield: Ranged Attack with strength equal to her Personal Honor which must target the enemy card.

The Wind Never Stops is only triggered by Battle actions.
Fearsome Mempo does not have a Battle action.
