Just to check:
The straightening effect of Honor and Strength has an optional target. As the target is picked after the performing magistrate moves home this means that they cannot be the personality that is straightened (unless the movement was negated)?
Honor & Strength
Battle: Choose your performing Magistrate Personality: Target an enemy Personality with lower Personal Honor than your Magistrate's Chi. Move both Personalities home. If the enemy Personality is dishonorable, you may target and straighten a Personality.

Yes indeed, the last effect may only target and straighten a Personality at the current battlefield, because even if this targeting is optional, it comes from a Battle action so it must obey to the Rule of Location.

Regarding this ruling: viewtopic.php?f=59&t=87260
after reading your response, I have a question regarding Fall Back. A common play I've seen is using Fall Back to bring a unit home and then straighten a unit at home that was bowed from resolution at a different province. Based on your ruling, is this an illegal play? If not, then why does it differ from Honor and Strength?
Fall Back Battle: Move your target Personality home. If he moved, straighten his unit, and you may straighten one of your other units.

No, it is legal. See also "Fall Back and straightening location".
If not, then why does it differ from Honor and Strength?
Because the last effect of Fall Back! does not target the unit that its player may straighten, so the Rule of Location does not apply.
