A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

I opened up a booster with....aw crap...I don't remember his name. It was a Lion personality with the ability that said something to the effect that he can do each action he has once. And he had 2 tactical battle abilites.
It made me wonder if he was a special case. If a personality somehow manages to have more than 1 ability (through overlaying for example) can they use each ability once per turn (unless otherwise stated), or one ability once per turn (unless otherwise stated)?

While I'm not sure who you are talking about, I can say that it is likely that said personality has a trait that allows him to supercede the rule of taking Tactical actions.
A Tactician personality may take a Tactical action only once per turn.
Otherwise, each printed instance of an ability can only be taken once per turn unless the action itself says so otherwise (i.e. "Once per Battle", "Twice per turn", "Any number of times per turn" etc)
