I think the most important part of this question is this: If I have no units at the current battlefield yet, and I have Shinjo Ki-Chang at home, can he move a different personality with a follower into the current battlefield, or must he move himself? I understand that if I already have presence, Ki-Chang can move someone else in, but if I have no presence yet, can he still do this, or must he be the one to move?
My guess is, since "Even if [ the card itself ] is not at the current battlefield" does [b] ignore the Rule of Presence, Ki-Chang would need to move himself in, assuming he has a follower, because I do not yet have presence. In order to take an action to move a unit into a battlefield in which I have no presence, it must move the performing unit into the current battlefield. Correct?

Because Ki-Change has the wording "Even if Ki-Chang is not at the current battlefield," this provides a proper exception to the Rule of Location and it's exception.
Ki-Chang may indeed move anyone with a follower to a battlefield that contains enemy units, regardless of his location. However, if Ki-Chang is not at the current battlefield, the personality moved must be to the current battlefield.
