Just to be utterly clear, when a card forces another player (not yourself) to discard a card (such as Where Gods Have Falen they choose and discard the card, yes? not discard it at random. Thanks for your patience.

Yes, when your card's effect makes another player discard a Fate card from his or her hand, he or she chooses the card unless your card's text explicitly states otherwise, for example the action from Tactical Advisors makes another player discard a card "at random".
