My question is this, does the 'is now' in Michio's reaction mean that his reaction affect personalities that move into his battle, or is this reaction usable on anyone at his battle that performs an action period?
Reaction: After the resolution of an action performed by a Personality who is now at Michio's location: Bow or straighten him.

It means that the check for whether the Personality is at Michio's location is done at the trigger time "After the resolution of an action", rather than looking at the Personality's location at the time in the past when it was determined that the "action [is] performed by a Personality".

Does this mean that any action performed by a personality (whether they were there when they started or moved there) is a trigger for Michio?

Whether the Personality moved or not is irrelevant, the important questions are: "Did a Personality perform the action that has just resolved?" and, "Where is s/he now?"
If the answers are "Yes" and "At Michio exp's location", then his Reaction can be taken.
What the action was, and even whether it was a Battle or Reaction (or a Limited or Open if you want to striaghten one of your Personalities in the Action Phase), and where the Personality was before the action started - or even where Michio was, as long as he's there afterwards - don't matter.
