Isawa Tanaka (IG2) and the Rule of Location

I've a question about Isawa Tanaka's supposed brokeness :

Isawa Tanaka: Battle: Move your target Personality at any location to a battlefield where there are one or more enemy units.

I control an attacking Isawa Tanaka at the current battlefield and Isawa Mizuhiko at home with a Consumed by Five Fires. The Defender assigned a unit to another battlefield whose battle has not resolved yet. I'd like to use Tanaka's action to move Mizuhiko from home to the other battlefield, so that I can use the Naval Reaction during the battle there in order to make him perform his Spell's action and destroy the defending unit. Is it legal to use Tanaka's action this way?

Is it legal to use Tanaka's action this way?

Yes this is legal. You meet the rule of Presence because you control a unit (Isawa Tanaka) at the current battlefield. For the same reason you meet the second part of the rule of Location too. The first part of the rule of Location compels you to target a Personality at the current battlefield because a Personality is a card in a unit, but Isawa Tanaka's ability's target may be "at any location" (card text) so it explicitly ignores this first part of the rule of Location.
