Denounced on Stage reads: Political Limited: Target one of your Artisan or Courtier Personalities: For the rest of the turn, before each time a player loses Honor, increase the loss by 1.
Civil Discussion reads: Open: Target your unbowed Courtier: After each time a player assigns he loses 1 honor for each unit he assigned, or 3 whichever is lower.
If I play Denounced, announce an attack, and my opponent defends with 3 personalities, does Denounced increase that loss to 4? If I play 2 Denounced and attack, and he defends with 2 personalities, does he lose 4 honor (2 honor per person, + 2 for the Denounced) or 3, since that is lower?
Basically, what is the timing of determining what honor loss is lower?

(W)hat is the timing of determining what honor loss is lower?
Denounced on Stage is before Honor loss (card text), so it applies after Civil Discussion decides the magnitude of Honor loss it creates. [Fixed]

If I play Denounced and then attack, and my opponent defends with 3 personalities, and since Denounced is before the honor loss, I assume it works like this: Denounced applies to each defender, making an honor loss of 6. Since 3 is lower, that honor loss would be applied and Denounced would raise it to a 4 honor loss. Is this correct?

Correction: Civil Discussion will figure out which honour loss to give, then Denounced on Stage modifies it.

Some examples:
1. You play Civil Discussion and one Denounced on Stage and attack. I defend with three personalities. Civil Discussion creates a 3 point honour loss. Before I lose this honour, Denounced on Stage increases the loss to 4.
2. You play Civil Discussion and two Denounced on Stage and attack. I defend with two personalities. Civil Discussion creates a 2 point honour loss. Before I lose this honour, one Denounced on Stage increases the loss to 3, the second increases it to 4.
