Player A uses Gutobo's ability on Province A. He assigns his army and in turn gets annihilated at resolution. Does Gutobo's ability allow the army to be resurrected after battle?

No, dead Goblin Personalities whom player A owns who were destroyed at that province's battlefield during the Resolution Segment remain dead. In order to be brought back into play before this turn ends thanks to Gutobo's action's effects, they should have been destroyed during the Combat Segment.
