Can i send a unit to a empty province with the Khan if i dont have people there and break it without oposition?

Yes, as the exception to the Rule of Presence is "EXCEPTION: A player who controls no units at the current battlefield can take an Action if its costs or effects say they can move one or more of his units there." and the Rule of Location has no relevance as The Khan is not in a unit.
